- Design and deploy an HSE management framework for the construction phase of the project, in alignment with internal procedures, client requirements, and regulatory obligations.
- Define and oversee the implementation of the Site HSE Plan, including the preparation of HSE guidelines, control of documentation, and coordination with the Project Manager and/or QSE lead.
- Produce project-specific HSE documentation such as risk assessments, job safety analyses, environmental impact evaluations, and emergency response plans.
- Lead and coordinate the Site HSE Officer team, setting priorities and monitoring deliverables.
- Supervise and coordinate HSE activities with subcontractors.
- Plan and conduct regular HSE audits and inspections covering suppliers, subcontractors, vendors, and other project partners.
- Guide the Project QSE Responsible on HSE-related compliance topics, such as licensing and regulatory requirements.
- Perform initial investigations into incidents or workplace accidents, prepare detailed reports, and provide assistance for medical or emergency response needs.
- Act as a key member of the site's emergency response team for both safety and environmental matters.
- Manage nonconformity reports, ensuring corrective measures are implemented, tracked, and communicated to the Project Manager and QSE lead.
- Take part in HSE meetings and prepare monitoring reports using both leading and lagging performance indicators.
- Deliver training sessions and mentorship in HSE matters to site and company personnel, ensuring that relevant legal and procedural requirements are understood and applied.
- Maintain an organized archive of site HSE documentation, accessible for client or regulatory authority review.
- Minimum of 10 years of experience within industrial sectors (preferably Power, Oil & Gas, Refining, or Petrochemical industries).
- Bachelor's degree (engineering preferred).
- NEBOSH International General Certificate (IGC) in Occupational Health and Safety.
- Training in ISO 45001:2018 and ISO 14001:2015.
- Auditor training per ISO 19011 guidelines.
- Certified in First Aid/CPR.
- Proficiency with MS Office, AutoCAD, and MS Project.
- Fluency in English; Spanish is advantageous.
- Strong problem-solving approach, teamwork skills, and resilience under pressure.
